Appendix 2 – Water User Role Cards

This resource (“Appendix 2: Water User Role Cards”) is a set of role cards for a classroom water-allocation negotiation activity or simulation. It provides seven distinct stakeholder roles—Farmer, Livestock Producer, Homeowner, Water Utility Worker, School, Industrial Factory, and Power Station—each with its daily water needs, responsibilities, negotiation focus, and challenges. Students assume these roles to negotiate how to share limited water resources during a shortage.
